Social Worker Sanctioned
The surrogate complaint was based on the state social work board's
findings.
The NASW National Board of Directors' Executive Committee approved
the immediate sanctioning of Homer S. Adams during its June 22
meeting, based on a surrogate complaint submitted by the NASW
Oregon Chapter.
The chapter submitted the surrogate complaint based on the findings
of the State of Oregon's Board of Clinical Social Workers, which
found that Adams engaged in practices contrary to recognized standards
of ethics of the social work profession.
Specifically, Adams made sexual advances toward two clients and
engaged in multiple instances of sexual and other inappropriate
physical contact with these clients. In addition, Adams made disparaging
remarks to the clients.
Adams' license to practice social work was revoked by the Oregon
Board of Clinical Social Workers.
The National Ethics Committee (NEC) found Adams to be in violation
of NASW Code of Ethics sections 1.09(a) Sexual Relationships,
1.10 Physical Contact, 1.11 Sexual Harassment, 1.12 Derogatory
Language, 4.04 Dishonesty, Fraud and Deception, and 5.01(a) Integrity
of the Profession.
The Executive Committee approved the NEC's recommendation to
permanently revoke Adams' NASW membership and any NASW-issued
credentials, to publish the findings and sanctions in the national
NASW News and to publish Adams' name in "Sanctions in Force"
for 10 years.
