Context

Finances

Received the treasurer's report as presented.

The report included a summary showing that as of Aug. 31, 2003 , investments totaled $6,709,484. Revenue for the first two months of the fiscal year was $60,033 below budget, and expenses were $216,488 better than budget. NASW's liabilities and deferred revenue of $12,214,646 exceeded its assets by $77,436.

Governance

Accepted the proposed charges for the Delegate Assembly Planning Task Force, Bylaws Task Force and Audit Committee as well as the recommendation to eliminate the Professional Development and Advocacy Committee and combine its functions with the Program Coordinating Committee.

The board changed the name of the former Delegate Assembly Planning Committee to "Delegate Assembly Planning Task Force" and revised its charge to reflect that body's now time-limited function. The newly created Bylaws Task Force and Audit Committee will review and make recommendations regarding NASW's bylaws and the audits of NASW's national office and subsidiaries, respectively.

The former Professional Development and Advocacy (PD&A) Committee's business had diminished since the steering committees of NASW's Specialty Practice Sections began handling its practice-standards development and other functions for their respective fields. Current PD&A Committee members have become members of the Program Coordinating Committee. That committee's charge now reflects former PD&A Committee functions of recommending NASW's government relations agenda, providing expert policy interpretation and promoting the education and mobilization of members on professional and public policy issues.

Received the affirmative action report as presented.

The report stated that the appointments process was not complete when data were gathered. Current data show 75 percent of appointees are women; 49 percent, people of color. The goal for women is 80 percent, reflecting the makeup of the membership. The goal for people of color is 30 percent. Self-identified lesbians, gay males and bisexuals made up 4 percent; the goal is 10 percent.

Accepted the 2004 presidential endorsement process as recommended by the PACE Board of Trustees.

The Political Action for Candidate Election (PACE) Board of Trustees adopted a process for the NASW board's endorsement. The four-step selection procedure ensures that NASW's diverse elements will have input. [See story in November 2003 News.]
