Hope Conference Speakers

rachel e. fosterMajor Rachel E. Foster, PhD, MSW, BCD
United States Air Force

Major Rachel E. Foster, PhD, MSW, BCD, Biomedical Sciences Corps, United States Air Force, is the Mental Health Flight Commander for the 579th Medical Group, Joint Base Anacostia-Bolling, Washington, DC.  In her current position, she leads the daily operations of mental health, alcohol and drug treatment, and demand reduction elements serving an enrollment of over 3,200 active duty patients from the Washington, DC metro region.

Major Foster was commissioned into the Biomedical Sciences Corps as a first lieutenant in 1998. She served for three years at Lackland-Kelly AFB, TX, first as the Chief, Family Advocacy Policy and Research, and then as the Chief, Mental Health Division Policy and Research. Her research interests are family violence, attachment as it relates to child maltreatment, individual and family resilience, and the useful applications of intervention research for mental health clinicians of all disciplines. 

A Board Certified Diplomat in Social Work (BCD), she received her Bachelor of Science degree from Central Michigan University, a Master of Science in Social Administration (MSW) from Case Western Reserve University, and a PhD from the University of North Carolina.
