THE ISSUE AT HAND
On March 18, 2004, Congresswoman Lynn Woolsey (D-CA-6) introduced
the House Concurrent Resolution 392 calling for the adoption
of a Sensible, Multilateral American Response to Terrorism
(SMART). H. Con. Res. 392 currently has 46 sponsors. It was
referred to the House Committee on International Relations
on March 18, but the committee has not moved the resolution
to date.
ACTION NEEDED
Please contact your member in the House of Representatives
and ask them to sign on as a co-sponsor of H. Con. Res. 392.

BACKGROUND
When the Bush Administration decided to declare war on Iraq,
they bypassed international systems set in place by the United
Nations to assess the accuracy of assertions that Iraq held
weapons of mass destruction that posed an imminent threat to
U.S. interests. This resolution, aims to curtail future administration's
ability to declare pre-emptive war without going through the
full channels of international diplomacy.
